Hi Sagill,
Thanks for your message. Well there's no easy way to answer this question as it is not specifically aimed at Belgium, but as you know being part of the EU many of the same rules apply.
All universities have informative websites that will guide you through the application process and what is required for foreign students to be accepted onto a course. Generally speaking this has to be done 1 year in advance of the courses start date, but of course exceptions can be made if you are to contact them directly.
Once you have been offered a place to study within a university - be it in the UK, Spain or Belgium - you will then have an official document provided to you by the institution that you can then use to support your Visa application. You will probably need to prove you can support yourself also, so you should be prepared for this.
As for which country has flexible visa policies, surely you should be asking "which university is it best for me to apply to?" If you are genuinely interested in studying, then your academic record will support you into any EU country without too many problems, but know that the Visa issuing authorities are also looking out for people who wish to use studying as an easy way into Europe, so you should know that its never going to be 'easy' but if your motivated, then it can be done without too many problems.
Hope this helps.
