Never, never complete on a property unless you have a habitation certificate which is issued by the Town Hall, you are then, almost certain, it is legal.

No not really, I'm still looking. There just isn't the need for them. Those who I have had dealings with are so expensive that the buyers prefer to take a chance!!!! I will carry on looking though.

RE Surveyors in Spain one name that I have come across is Hilary Ellis who travels around most of Andalucia (I will need to dig up contact details and post later) also contacting the RICS (Royal Institute of Chartered Surveyors) the should have a list of qualified members in Spain - not all may be practising though.
