Surely you have the right to express you want on this forum but immigration is a complex matter and i am sure sunman 56 has done their homework before they leave US to settle in the U.K., Therefore for the sole purpose of settlement/work in U.K. they have no choice but to apply under the EU Law which covers immigration for NON EU Partners of EU Nationals. (as described in my previous post)
Regarding your wives treatment:
* Under U.N Law and Human Rights, Emergency treatment may be ordered irrelevant of one's Immigration status.
Also emergency treatments and triage etc are authorized to offer treatment without permanent NHS registration.
Please note that being a British citizen/having IDLR does not automatically entitle you to free heath-care but you must usually resident in U.K for you to be entitled to free heath-care and have a NHS registration number.

Thank you for your comments.
I merely wished to point out that being the wife of an EU citizen does not automatically entitle you to reside in the UK. The nationality of the partner must also be taken into consideration.
I wanted sunman56 to be aware of this fact.
I think we are talking about different Visas, VAF 1B Family Visitor, or VAF4A Settlement, and the choice of which Visa would suit their needs best depends on their future plans, and whether her husband intends to remain in the UK, and for how long.
Hopefully our posts have highlighted to sunman56, that she has to make a lot of preparations in advance, and to make a choice about their Visa choice.
Each different type of Visa will carry the right to work, or not work, but visitors will usually have very few rights to the NHS service, as a free service. It is for the NHS to assess each person, and in all honesty I have never known the NHS (hospitals) to request proof of residency in the UK.
My wife is Chinese, and when she recently needed hospital treatment, they supplied an interpreter, but no proof of her right of residency was ever requested. That's another topic though !
