Gibraltar is an EU state and as such citizens of other EU countries must be allowed to live and work there, so the permits necessary are easily obtained. They will receive a 6 month visa in the first instance which then becomes a 5 year work permit which can be renewed. This will cover them if they are either employed or self employed. For non EU expats there is a certain amount of paperwork which is required. The easiest way for a non-EU resident to obtain a work permit is to agree to a job that a native of the country will not do. Due to the proximity of Spain and a regular influx of European workers, positions such as these are few and far between. If you do find a job then both work and residency permits will be issued. Non EU nationals may be able to obtain a residence permit if they wish to purchase property, particularly those in the luxury home market.

Gibraltar offers a number of tax concessions to the wealthier expat, though a person would need proof of income and wealth before these would be granted. Another scenario is for the person to be working for a company that has some form of exemption. Gibraltar's government website is the best place to find up to date information on tax concessions.

For those who do not wish to work in Gibraltar the possession of an EU passport is enough to cover you for a 6 month stay. Residents of Canada, Australia and the USA can stay for 3 months without requiring further documentation. There is no requirement for proof of income for short stays, although visitors should have some form of income as they will not be allowed to claim from the country's social security system.
