The foreigner simply has to comply with all rules and regulations as an Indian citizen has to. There are no specific restrictions in this regard.

Electricity is managed by state owned Vidyut boards and cooking gas supply is piped in certain areas and through LPG cylinders in most of the areas. The major LPG suppliers are Indian Oil and Bharat Petroleum.

So, everything starts with the mentioned approval by the Indian Government of obtaining a visa and work permit or setting up a business.
