One wants to set up a business or move into a house, all necessary installments like water, electricity, drain are required. Therefore he has to show NDMC or the local municipality the NOC from the landlord as well as the rent or lease or sale deed of the property. After owning the property or having rented a space the foreigners can get all connections needed like water, electricity etc installed. So when a license for the kind of items dealt with is required it can be made out in the name of the foreigner.
The foreigner simply has to comply with all rules and regulations as an Indian citizen has to. There are no specific restrictions in this regard.
Electricity is managed by state owned Vidyut boards and cooking gas supply is piped in certain areas and through LPG cylinders in most of the areas. The major LPG suppliers are Indian Oil and Bharat Petroleum.
So, everything starts with the mentioned approval by the Indian Government of obtaining a visa and work permit or setting up a business.
