The fine for overstaying the visa is not much, however it is advisable to apply for permanent residency if you plan to continue living here.
If you have a child in Costa Rica, you should register him ...

Yes it´s easier and better to get a Costarrican drivers license, you must apply for it before your visa and drivers license expire.

Yes taxes on importing vehicles to Costa Rica is high but then again the prices of cars here are about double what they cost in the USA.
