above ground swimming pool

I am thinking of buying a property near the beach that does not have a concession. I gather that means I cannot change the footprint of the existing house or build an in-ground pool. My question: would there be any legal impediment to installing an above-ground pool? And can you buy them in San Jose or anywhere in the country?
