Travel Pay to and from Job Site

I am a US contractor working outside of Caracas, We are convoyed by armed guards in armored cars employed by the company to and from the job site from our hotel about 50 miles away. The question has risen as to if we are entitled to travel pay as we are under the control and care of the company. Does anyone know if A: we are entitled to travel time, and B: what regulation or statue covers this?
