Yes the fees charged at our Universities are the same for citizens and those who are here in Canada with a PR status.

The largest and oldest University in Canada is the University of Toronto.

Three others with very good reputations are .......McGill in Montreal, Queen's in Kingston, Ontario, and The University of British Columbia, in Vancouver. Each can be found on the internet.
