Exchanging UK Driving licence for Portuguese licence

My wife visited IMT Coimbra in April to exchange her UK driving licence for a Portuguese licence and was issued with a temporary paper licence. She had to renew this in June and as her licence has still not arrived will need to renew it again this month. When she renewed it in June she asked what was causing the delay and was told they were waiting for the DVLA. We contacted Swansea and they told her they had not received any communication from IMT relating to her licence. Has anyone else experienced such a delay and if so can you indicate how long it took before you received your licence.

Hi,

What they are waiting for is a Certificate of Entitlement", also known as "D737 certificate",

We were lucky as we were informed that this is a requirement, and that if we applied for it and then took it to Coimbra it would take a lot less time for the Licence to be issued.

You may be able to get it quicker than IMTT, by giving DVLA a call and they will send it to your Portuguese address.

Our Portuguese licence took about 2months to arrive.

I exchanged my licence about 8 years ago, but my wife kept here English one, with the Portuguese IMTT papers, until about 6 months ago. We went to IMTT in Viseu, and were told there was a problem. "But don´t worry I will give you a nice new Portuguese one. So, they took a photograph, and a week later the licence arrived.

Yes have had the same wait here . Applied in June and received a Temporary licence which only permits me to drive in Portugal renewed in August. I will need to travel to UK in October . I have revisited IMT in Faro where they are not particularily helpful and can provide no indication whatsoever of any time frame as to when I will receive the new licence .Apparently they keep my UK licence at Faro and it is possible to request it be returned but the process of exchange will be halted. It is not clear whether I will have to apply again . My neighbour received her licence after about 10 weeks

My wife contacted the DVLA in Cardiff yesterday and after a considerable wait a very helpful lady said that she had contacted the department that deals with expat licence exchanges and that they had a considerable backlog of requests from both Portugal and Spain. I then went to my local Camara where a Portuguese licence can be renewed and although they are unable to do anything about a PT/UK licence exchange, they were able to access my wife's file on IMT's website and it indicated, "Aguarda análise técnica." which presumably is awaiting receipt of the Certificate of Entitlement (D737) mentioned by RoystonB.

I received the said form D737 from the DVLA in Portugal pretty quickly . I must say I have been impressed with the efficiency and helpfulness that they have provided. They did advise that no direct contact is made between IMT and the DVLA it is all done through a EURO database . So the information given to a subscriber that IMT were waiting for the DVLA is untrue. Once the exchange has been made the GB licence is returned to the UK. I have been waiting over 3 months now and it therefore can only be due to the inefficiencies of IMT. On form D737 it advises that once submitted the GB licence becomes invalid. The GB licence at present remains valid on the website and the DVLA advise that as long as that is the case I can drive in the UK . Form D737 does not permit driving in other member states.

My wife renewed the temporary licence last week and is still waiting! We have also been waiting for the Matricula document for a car we purchased two months ago. The system here appears chaotic!
