Moving to Chiang Mai - specific advise required

Hi all....I'm moving to Chiang Mai with my partner and child in Jan for at least a couple of years on a sabatical. We've sorted out visas etc but have a couple of questions I was hoping someone could answer:

1. What's the situation with buying a car in terms of insurance, etc etc. Is there a form of car tax? Any info on this would be appreciated.

2. I've read that you can only open a bank account if you actually have a job in Thailand. If this is the case, what's the best way to organise finances for ease of access, whilst not using the expensive visa card option. We're going to be paying for rent on a house, buying a car, etc etc.....what's the best (and safest) way to do this. Any advise would again be appreciated.
