Living in Ha Long city

Im currently considering accepting a job based in Ha Long city, and moving there with my young family. Its my understanding there is no English speaking primary School in the city. Are there any other expats with children living/ working in Ha Long city ? Perhsps there is some kind of unofficial play group or home schooling network ? If anyone can help on this it would be much appreciated. Might also be handy to know what kind of rental property is available in the city and at what price, furnished or unfurmished.
