If one has a residence permit and moves to a different part of Turkey as I have, you have to notify the Emniyet within 10 -14 days. This period seems to vary depending on who you talk to.
BE WARNED.Failure to do so means you will be fined at some time or another. To notify the Emniyet you have to book an appointment online. (at least in Istanbul)
On my going to book an appointment in early May the nearest appointment was the 14th August. I will have to pay a fine from the time I became married in late April up to the time I booked an online appointment.
