Hello, has anybody obtained long term residency as a freelancer? I am a freelance web designer and can technically work from anywhere with internet. I am currently in the UK, and have a number of customers from UK, USA and Netherlands - most of those I have never met in real live. I am thinking to relocate to Bulgaria and continue the same line of work. What is involved in working as self-employed in Bulgaria? Can I do it without registering a company? And how difficult is it to get long term residency as a freelancer?

UK citizen, which equals EU so far - but for how long?

Hello, For EU citizens the following regime applies:

As a EU citizen you all allowed submit application for a long-term residence. The application for issuance of the residence certificate should be filed to the National Police Office (Migration Directorate) within 3 months of your first entry into the country. Certain documents need to be enclosed to the application proving the purpose of your stay in Bulgaria (in your case self-employment) the availability of health insurance and financial means to cover your living expenses for the term of your stay in Bulgaria.
The statutory term for issuance of the certificate is 1 working day. The maximum term of validity of the certificate is 5 years. Upon your request, the residence certificate may be issued in the form of an ID card. An administrative fee of around EUR 9 is payable and the ID card would be issued within a month of application (or within 3 working days if you pay double the administrative fee, i.e. EUR 19).

Thank you, SMTLegal. Still can not find anything definitive about how to proof the self-employment status. Should I just register with Bulstat as a self-employed? I am a self-employed web designer and registered as a sole trader in the UK (for 10 years), but have no papers to confirm it - only tax returns. Would it be sufficient to show UK tax returns and bank statements and somehow explain that this type of work only requires Internet and can be done from anywhere?

Hi, DimWolf,

As per the EU regulation the free provision of services is guaranteed in every EU-member. This means that you are entitled to obtain a residence permit after the first 3 months of stay if you have valid health insurance and sufficient means for existence without using Bulgarian social system.

Being resident in Bulgaria whose income is from services rendered on the territory of Bulgaria you automatically become Bulgarian tax resident and your income will be taxable as per the Bulgarian tax regulation. You should apply for a Personal Identification Number (PI Number), which will be used in all further communications with the Bulgarian National Revenue Agency (NRA) regarding tax and social security matters. Such numbers are obtained, after application, either from the Migration Directorate based on the residency certificate or from the tax office directly. If you obtain a PI Number from the Migration Directorate you should also register it with the Bulgarian National Revenue Agency.

This way (just providing services on the territory of Bulgaria) you do not need to register with Bulstat.

You don't need to prove anything. On the form for the residency permit there is basically an option a bit like "other" and you just choose this. Your residency permit is easy to get, you will need your EHIC card to show you have been paying into the UK health system, your house deeds or rental contract for the property you live in, in Bulgaria, proof of bank account in Bulgaria (some regions require proof of certain level of money in said account, ours does not) and passport.

As for actual working and taxation, once living in Bulgaria you are likely (although not necessarily) to be a Bulgarian tax resident. You need to apply for a tax number with the National Revenue Agency and then complete tax returns each year, paying 10% on your worldwide income (few exceptions for certain types of income).
