US Social Security survivor benefits for alien widow

My father, a dual Belgian/US citizen, received a small social security retirement payment from his years in the US, a few hundred dollars/month. My stepmother, who is not a US citizen, nor ever was a resident or green card holder, needs to know a few things. We know she has to contact the FBU at the Consulate-General, but she would like to have an idea beforehand of what to expect. Would she need a SSN or ITIN to get survivor’s benefits? And would she have to file a US income tax return in addition to her Belgian one?
