33yr Old Australian wants to Move to Canada

Title says it all. I'm looking to move to Canada - primarily on the basis of wanting to start life afresh in a new country. From my understanding, my age (33) prevents me going for a Working Holiday - but I can still apply for a Permanent Resident Card.
I am a qualified Drama/English/ Art/ Media Highschool Teacher with a year of full-time experience, and 3+ years of afterschool tutoring. I hold a Cert IV in Hospitality fom my 18 months of working as a Croupier. And 5+ years of experience in general retail and Hospitality from various employment.
I am single. No dependants. I have no relatives in Canada, but I do have family in New Hampshire which is 6-hours drive from Toronto (which I'm looking at, as I have friends there).
I have been doing my research, but things do feel a bit complicated. I think I even spoke to a Scam artist who said the process for this can take up to 8-12 months, and would cost me around $3,000 for all the expenses I'd need (not including flight).
What are the costs for setting up Dual Citizenship for Cananda? I am going to call the High Canada Commision in Australia tomorrow (they are closed now) to get some more info, but I want to get started asap. So found this and wanted to get a dicussion happening.
Can anyone help me?
