Import of household goods to France

Hello,

I purchased a house in France in 2013 and have a temporary residence permit in France. I got the first permit several years ago and prolonged it several times. I'm a citizen of non EU country and for past 2 years I have been living permanently outside the EU. Now I would like to change my residence permanently to France and to bring my household goods. Can I import my household goods duty free to France? I know there's specific term to get duty free import: transfer of property to France should be done within 12 months from the date of transfer of residence. Does the fact of having temporary residence permit in France means that I already transferred my residence? Thanks.
