Thai Baby Surname

Under Thai law what are the rules about Child's surname?
Can a child take a combination of mother and father's surname?
Can a child have a stranger's surname, a surname completely different from father and mother's surname?
Can a farang stepfather impose his farang surname to Thai child?

The name must have meaning, if it is Thai name. Cause when you register at the district bureau, you must put the meaning of the surname in the application form too. But if you are married with Farang and lives overseas, you can have farang name too.
