I'm pretty sure we have argued this topic before, and Varna and Bougas both have things happening all year round, ( my vote is still with Varna though)

Personally I would like to live IN Varna in the winter, wish I had bought an apartment there a few years ago, the prices are rising steadily

It's only the resorts which 'close' in the winter. Plenty of life in either Burgas or Varna. Never much life in Balchik anyway! Not quite sure how to answer the question 'how close you need to be' to shops etc. but you need to plan for snow and last winter windchill touched -20 celsius which numbs your face pretty quickly I can tell you. Definitely bring heavy clothing, gloves and hat. A skidoo might be handy. Basically if you're livng out of town the roads probably won't be cleared.
