Estonia - Communications


Estonia switched over to digital television back in July 2010. This means that digital television can be viewed using an ordinary TV antenna. Thanks to digital broadcasting, nationwide Freeview channels, pay-per-view movies and TV programming services have become widely and readily available. Previously, these services could be viewed only via cable or satellite television.

Five Estonian television channels are currently free of charge via digital broadcasting. These are ETV, ETV2, Kanal 2, TV3 and Tallinna TV. To receive these channels, it is not necessary to join any service provider. Signing up is only necessary if you wish to watch international and domestic pay-per-view channels as well.

Netflix is now available in Estonia. The selection of movies and TV shows on offer is a little different to the UK version, but most of the big movies and TV shows are there to stream for your enjoyment.

Sky and Virgin equivalent TV and movie packages can be purchased in Estonia. The likes of Ellink have a wide variety of bundles on offer for a one-off payment. Prices start from €220 and include the following as a basic minimum:

• tuner installation
• tuner Orton 4100C, FTA (scart, 3RCS, RS232)
• SAT antenna
• LNB
• mount
• 15-meter cable

You are also now able to access Sky TV in Estonia via Sky Viewing Cards. Channels on offer are Sky Sports HD, Sky Movies HD, Sky Entertainment HD and Sky Documentaries HD. For additional information and prices you can visit the Sky Viewing Cards website.

Currently, most telecommunications companies offer comprehensive service packages that include internet, telephone and digital TV.

The companies listed below are the biggest providers on the market:

Elisa (formerly Starman)
Tele2
Telia (formerly EMT)

Competition is quite fierce between the three, so you should be able to use this to your advantage to get the best deal possible.

If you are on the hunt for the fastest broadband speed, the broadband speed checker website will be helpful.

The official Estonian citizens advice website www.eesti.ee provides this information, which is good to know before entering into a contract with a provider:

• A user’s telephone number can be changed by the company with at least two months’ notice
• The invoice for services must be presented at least once a month, within seven days of the subsequent period
• The consumer must be allowed to pay in cash, by payment order or payment card
• Invoices must be presented on paper or electronic medium or in some other manner
• The payment term for the invoice may not be less than two weeks of the invoice date
• The size of the telecommunications service fee may be challenged for up to one year
• There must be a 24-hour possibility of reporting problems, whether this is via a telephone number or an email address
• The time for eliminating faults and the procedures for receiving notices must be set out in the new connection agreement
• Public disclosure of consumers’ data as well as the forwarding and processing thereof must be set out in the new connection agreement.

Postal Service

The new international name of the Eesti Post (Estonian Post Office) is Omniva. Most of the services are now centralised, meaning you can conduct much of your post-related business in one place. At the new post office, you can subscribe to newspapers and magazines, enter into different service agreements, manage your finances, purchase lottery tickets and make numerous other transactions. There are more than 300 post offices throughout Estonia. The post office is typically open Monday to Friday 9am to 5pm, with reduced hours on Saturday. Post offices are usually closed on Sundays.
