The Office of The Telecommunications Authority (website www.ofta.gov.hk) is the governing body that regulates the telecommunications industry in Hong Kong. Their website offers a lot of information about Hong Kong's telecommunication industry, including updated lists of licensed telecommunication providers and the types of telecommunications services available to help consumers make informed choices. The website also has instructions on how to unsubscribe from commercial e-messages and how to make a complaint against a provider.
There are 5 fixed-line licensees in Hong Kong. All fixed line calls within Hong Kong are free. To open an account, you will need a Hong Kong ID card or passport and proof of residency. For a complete and updated list of fixed-line operators in Hong Kong and their websites, refer to this link.
There are 5 mobile network operators to choose from. With more than 11 mobile phone subscribers in Hong Kong, each mobile operator offers a sophisticated range of subscriptions, offers and special packages to cater for any conceivable need. IDD, roaming, SMS/MMS services, caller-id and other value-added services are the norm offered by all operators. The operators in Hong Kong generally entice new customers by offering the latest phone model, instead of merely competing on charges for subscriptions and add-on services. Window-shopping for the latest handset is a common feature for the fashion conscious in Hong Kong.
Take note that some service providers automatically renew your subscription upon expiry of the contract period, while others require a full month's notice for service termination. If you terminate a fixed-term contract early, expect to pay penalties. When you terminate a fixed-line or mobile phone number subscription, be sure to terminate all the associated services, such as IDD, as the associated services can be tagged to the phone number (and not the company).

Internet Service Providers
There are 168 licensed Internet Service Providers. Some expatriates sign up combined packages – many fixed-line and mobile phone companies offer internet packages as well. However, there are pros and cons to signing up for combined services. Click here for more advice. To sign up for a subscription, you will need your Hong Kong ID card or passport, and proof of residence. There are 2 standard tariff plans – an unlimited usage plan or a pay per usage plan.
The main post office on Hong Kong Island is located at 2 Connaught Place, Central. The Kowloon Central Post Office is located at G/F, Kowloon Government Offices, 405 Nathan Road, Yau Ma Tei. There are many post offices located throughout Hong Kong, and each post office offers a range of postal services. There are no postal codes used in Hong Kong addresses.
