Vehicle Inspection, Repairs, Maintenance and Breakdown Recovery

Malaysia - Vehicle Inspection, Repairs, Maintenance and Breakdown Recovery

Annual Inspections

There is no law in Malaysia that demands an annual inspection of your car if you’re a private owner. Company registered vehicles and commercial vehicles are required by law to undergo an annual inspection.

However, as a private owner, there are certain legal requirements of a car’s condition. As a private owner it is your responsibility to ensure that your car is safe and not a danger to you and/or other road users.

An inspection certificate is required on private vehicles in the following events:

- Modifications to a car such as engine capacity
- Vehicle ownership change
- Conversions of fuel
- Registration number changes
- A car purchased under a loan agreement
- Imported vehicles.

A roadworthiness inspection is called a PUSKAPOM and a certificate of inspection is given when a Road Transport Department inspection takes place. This has to be produced in the event of a transport officer asking to see any information if and when you’re stopped.

Some insurance companies may ask for a PUSKAPOM before assigning a car insurance policy.

Once an inspection has taken place, the certificate is valid for thirty days which is time for paperwork to be completed for any ownership documents. An inspection covers all aspects of the car’s overall condition and is a similar test to that of the British MoT test. The inspection tests all working units of the car, headlights, electrical systems, brakes emissions and the overall safety and performance of the car.

Recovery and Breakdown Companies

Recovery companies in Malaysia are plentiful and the most well-known one is the Automobile Association of Malaysia (AAM)

Here, you will find a range of services for roadside assistance. There are various levels of membership options from basic cover which gives car battery assistance, home start assistance and a basic range of benefits, to corporate membership facilities. The AAM also offers car insurance, road tax renewals and driving license replacement or renewal.

Many car insurance companies offer breakdown services in addition to insurance policies and the membership will be conveniently factored into the premium.

Vehicle Repair and Maintenance Services

Car repair garages are frequently seen around Malaysia as the car industry is a major part of the country’s economy. Car repair shops are often attached to dealerships and offer a full range of services for repairs and maintenance. These garages are registered repair outlets and are registered with the Road and Transport Department and it is recommended that you use a recognized dealer to ensure your car is repaired and maintained to high standards.

Major dealers operate in Malaysia and cars such as BMW and Mercedes are assembled and have repair outlets. The standard of car repairs and car maintenance is high as penalties for trading illegally are high in Malaysia. Always get a receipt and a breakdown of work completed. Tyre replacement and checks are widely available throughout major cities and it is important that a car is not driven on bold tyres. This can nullify an insurance policy, as can a car that is not kept in a good state of repair at all times should you ever need to claim on insurance policies.

The Road and Transport Department of Malaysia offers vehicle packs for registered owners which recommends repair dealerships and garages.

New cars which are purchased from dealerships will have a warranty attached to them. General wear and tear is not covered under these warranties but any manufacturing defect will be covered.

Broadly speaking, breakdown cover is as good as any western country and standards of car maintenance are also high. Using a registered dealership for any repairs and general maintenance is recommended. Charges and penalties are high if a car is poorly maintained and considered dangerous for use on public roads.
