The Energy Market Authority (EMA) is Singapore’s energy agency that maintains the security and reliability of the power system (mainly electricity and piped gas). The Public Utilities Board (PUB) is Singapore’s national water agency that is responsible for the collection, production, distribution and reclamation of water in Singapore.

The use of public utilities in Singapore is metered and charged monthly. Regardless of your place or type of residence you live in, all utility tariffs are uniform and the standard unit of measurement used is the metric system. There are many gas-cooking stoves used in Singapore kitchens, and in some residences, portable bottled gas supplied by private companies is used instead of piped gas.

Of the 3 utilities, electricity rates have been escalating due to worldwide rising oil prices. Water tariffs include an additional water conservation tax that starts at 30% and goes up to 45% of the unit rate. For waste and garbage disposal, there are separate sanitary appliance and waterborne fees that are charged together with your utilities. All utility tariffs are subject to a further Goods and Service Tax (GST) – currently at 7%. Your utility bill depends largely on your usage and the number of members living in your household. From January to June 2008, the average monthly utility bill in Singapore ranged from SGD$60 to SGD$500.
