The metro and bus systems in Rome offer an alternative to driving, if you choose to avoid the heavy traffic. Improvements are currently being made on Rome's metro system and some of the bus lines are even opting for electric buses to cut down on pollution. However, buses are often crowded. They are often slow, or run off schedule, due to the congested streets.
Rome's metro has two lines, line A and B. You will need to get a ticket before boarding the train. Tickets can be purchased at newsstands, vending machines, and tabbachis. The link below offers more information on Rome's metro system.
If you choose to purchase a new car in Rome, you will be required to show your residence certificate (Certificato di Residenza). You will also need your tax code (Codice Fiscale). The codice fiscale is similar to a United States social security number. You must have a codice fiscale to open a bank account and to rent and purchase property, as well. In addition, you will need an identification document and proof of automobile insurance. As a vehicle owner, you are required to carry automobile insurance in Rome. You will need to set up your insurance prior to purchasing the vehicle.
There are different requirements for purchasing a used vehicle, primarily because you take on more responsibility and paperwork as the buyer. To purchase a used car, you will need an act of sale, or atto di vendita. You will also need the certificato di proprieta, or vehicle documents. The third thing you will need is the car registration certificate, or carta di circolazione. Finally, if you are a European citizen you will be required to show your residence certificate. Non-European citizens will need their residence permit.
Buying a used car can be a difficult transaction due to all of the paperwork involved. This can be especially tough if you do not speak Italian fluently. You may want to work with an interpreter, or a friend who speaks Italian fluently, while purchasing a used vehicle. This will aid in avoiding confusion or complicating the process of your vehicle purchase.

When purchasing a used vehicle, you will want to examine the vehicle as carefully as you would in your native country. Ask the seller about the cars mileage. Ask if the car has been involved in any accidents. Accidents can cause serious damage to the vehicles frame, and integrity, which may not be detected by the naked eye. If possible, ask the seller for a service record on the car. A service record can show if the car has had the basic maintenance required, such as oil changes. It can reveal any chronic problems the car may have as well. Inquire about the road-tax certificate expiration date. Test drive the vehicle and listen for any strange sounds or abnormalities. Examine the tires to see if the look like they will need to be replaced soon. If possible, have a mechanic look over the vehicle to spot any problems.
