Turkey has agreements with some countries for the exchange of driving licenses. These countries include Germany, France, Belgium, Spain, Italy, Switzerland, and Northern Cyprus.

Citizens of these countries can exchange their driving license for a Turkish one without taking a driving test. However, they must meet certain requirements, such as being over the age of 18 and having a valid residence permit in Turkey.
